WV Contractor License Types and the Work Each Covers
The West Virginia Contractor Licensing Act (W. Va. Code chapter 30, article 42) defines several contractor classifications, including general building contractors, general engineering contractors, electrical contractors, heating, ventilating and cooling contractors, multifamily contractors, piping contractors, plumbing contractors, residential contractors and specialty contractors (§30-42-3, read October 2026).
A general building contractor, under the act, is one whose work on structures requires more than two contractor classifications, or who supervises the whole or part of the construction. A residential contractor works on property used for residential occupancy. A specialty contractor does specialized work that does not fall substantially within another classification.
The Board confirms which classification and exam a business needs from its scope of work; its application guide asks applicants to email their scope of work to the Board for that purpose.
West Virginia Contractor License Requirements Before Bidding Larger Jobs
The act defines a contractor partly by job size: a person who, for compensation, undertakes or bids on construction work where the cost is $5,000 or more for residential work or $25,000 or more for commercial work (§30-42-3). No person may engage in business as a contractor or submit a bid to perform work as a contractor without a license, and an entity needs an officer who holds one (§30-42-6).
The Board's application guide lists steps to complete before applying: confirm the classification and exams, take the exams through the Board's testing provider (the person testing must be an officer, member, owner or full-time employee), obtain a West Virginia business registration tax number, register with the Secretary of State where required, show workers' compensation and unemployment coverage and general liability insurance, and submit a wage bond status affidavit. The act caps the license fee at $150 (§30-42-7).
WV Contractor License Renewal and Lender Questions About It
A license expires one year from the date it is issued, under §30-42-8, and the Board runs renewals through an online account on its site. A lapsed license is a practical problem for a contractor: the act bars bidding without a license, and the city of Huntington, WV asks for the state license as part of its own contractor requirements.
A funding partner reviewing a contractor's request may check that the license is current and that its classification covers the work the money is for. A license that expires during the life of a short loan is worth renewing before the request goes out, so the file shows a current license.
West Virginia Contractor License Exemption Cases a Lender May Ask About
The act lists work exempt from licensure (§30-42-6), including work done only by employees of the federal, state or local government; the sale or installation of finished products that do not become a permanent part of a structure; work an owner or lessee personally performs on agricultural property; material suppliers who advise but do not install; regulated public utilities; emergency repair of equipment contracted by its owner; work by an employer's regular employees on property it owns or leases that is not for speculative sale or lease; and work personally performed on a structure by its owner or occupant.
The definitions also leave out, among others, people who perform landscaping or painting services (§30-42-3). A lender may ask a business that relies on an exemption to explain which one applies.
Huntington, WV Contractor Registration and Building Permit Paperwork
Inside city limits, the city of Huntington, WV requires everyone performing contracting work to be licensed with the city, according to its contractor requirements page. The city business license page says contractors submit the West Virginia contractor license and general liability insurance listing the city as certificate holder.
Building permits follow. The state act requires anyone applying for a building permit to show a contractor license or file an affidavit that licensure does not apply (§30-42-10), and the city's permitting office asks for the contracts between the general contractor, the customer and subcontractors. The act also requires a written contract, signed by both sides, for licensed work with an aggregate value of $10,000 or more.
The zoning and permit guide covers the city permit steps in more detail.
How a License Search Fits Into an Equipment or Working Capital Request
The Board's contractor search lets anyone look up a license. Before a request goes to a partner, a contractor can run the search on its own name, save the result, and check that the classification matches the work behind the request, whether that is a skid steer, a work truck or materials for a remodel.
For equipment, a partner looks at the machine and the contractor's record; for working capital, at contracts, draws and the license. The construction page covers both, with an invented remodel example, and the working capital page covers short gaps between draws.
Contractors working across the river in Ohio or Kentucky need those states' licenses where they apply; the West Virginia license does not carry over.
